Dogs, Cats, and Contact Information

REGULATIONS pertaining to dogs are outlined under the Lancaster Township Ordinance No. 02 of 1992–click here for details.

ORCA is responsible for picking up stray dogs in Lancaster Township.

  • The stray dog must be confined or under someone’s control before ORCA will pick it up. The exception to this would be a vicious dog that is a threat to you or other animals.
  • An ORCA emergency will take precedence over a stray pickup.
  • Lancaster Township residents can call the Manheim Township Police non-emergency number (717) 664-1180 for a persistent, nuisance barking dog, or a vicious dog.

No need to make an appointment; however, you are encouraged to call (717) 295-7387 to inform of your expected arrival time. Animal Abuse: 

If this is an emergency (active crime/abuse in progress), Dial 911.

In Lancaster Township, if this is NOT an emergency, call the police non-emergency number (717) 664-1180.

To report suspected animal cruelty, contact your local municipal police department where the incident occurred, OR the PA State Police (717) 299-7650, OR the Lancaster County District Attorney’s tipline at:  Animalabuse@co.lancaster.pa.us. 

Tips can be made anonymously. Important: The tipline does not offer immediate assistance or response. Also, general complaints about a shelter or rescue group should not be sent to the tipline.
