IX.       Planning and Zoning Business
A. LTPC 284 – 122 City Mill Road – Stormwater Management Site Plan
The board will act on a request from Benjamin Craddock, PE, on behalf Allon Lefever, for the release of the Financial Security for the Stormwater Management Site Plan for LTPC 284, 122 City Mill Road. The request was submitted via an e-mail dated December 5, 2019.
In his letter dated January 9, 2020, township engineer Ben Webber recommended reducing the financial security by $17,504.60, leaving a balance of $4,891.24 until all outstanding work is completed to the satisfaction of the township.

B. LTPC 293 – City of Lancaster South Water Storage Tank – Stormwater Management Site Plan
The board will act to acknowledge receipt of a time extension of 90 days from Cindy McCormick, City of Lancaster, for the plan review and approval of the Stormwater Management Site Plan for LTPC 293, the City of Lancaster South Water Storage Tank. This extension was submitted in a letter dated January 16, 2020.

C. LTPC 277 – City of Lancaster Susquehanna Large Diameter Transmission Main – Stormwater Management Plan Waiver Request
The board will act on a request from Cindy McCormick, City of Lancaster, for a waiver from Article IV of the Lancaster Township Stormwater Management Ordinance for the construction of water main pipes and appurtenances. This includes an area previously excluded from the approval that was granted at the January 7, 2019, Board of Supervisors meeting for the Large Diameter Transmission Main Project.
At their January 21, 2020 meeting, the Lancaster Township Planning Commission recommended conditional approval of this request based on township engineer Ben Webber’s review letter dated January 14, 2020.
On January 27, 2020, the City submitted revised plans and township engineer Ben Webber, recommended conditional approval of this request in his letter dated February 3, 2020.

X.        New Business
A. Resolution No. 2020-03 – Confirmation of 2019 Uncollected Real Estate Taxes
The board will act on Resolution 2020-03 for the confirmation of the Lancaster County Tax Claim Bureau’s certification of uncollected real estate taxes for calendar year 2019.

B. Resolution No. 2020-04 – Confirmation of 2018 September to December Interims Uncollected Real Estate Taxes
The board will act on Resolution 2020-04 for the confirmation of the Lancaster County Tax Claim Bureau’s certification of uncollected real estate taxes for outstanding 2018 September to December Interims.

C. Resolution No. 2020-05 – Amending Emergency Operations Plan
The board will act on Resolution 2020-05 to amend the Emergency Operations Plan of the Township of Lancaster.

D. Resolution No. 2020-06 – Condemnation of Land Owned by The Church of Christ, 551 Abbeyville Road, Lancaster Township
The board will act on Resolution No. 2020-06 for the condemnation of land owned by The Church of Christ of Lancaster situated at 551 Abbeyville Road in the Township of Lancaster, Lancaster County, Pennsylvania, in the amount of one million three hundred forty-five thousand dollars ($1,345,000.00) plus usual and customary closing costs and expenses, and the board of supervisors may choose to enter into a tax-exempt loan agreement with a commercial lender to finance the cost of this purchase either at the time of purchase or at a time after acquisition of title.

E. Authorization to Advertise Ordinance No. 2020-01
The board will act on a motion to authorize the township manager to advertise Ordinance No. 2020-01 for the purpose of holding a public meeting on Monday, March 9, 2020, to consider a cable franchise agreement between the Township and Comcast of Southeast Pennsylvania.

F. Lancaster Township Fire Police-Event Assistance Request
The board will act on a request for the Lancaster Township Fire Police to assist during the annual Run4Luck 5K Race, sponsored by the Junior League of Lancaster, from 9:00am to 11:30am on Saturday, March 14, 2020, starting and finishing at Lancaster Country Day School, 725 Hamilton Road, Lancaster.

G. Lancaster Township Fire Police-Event Assistance Request
The board will act on a request for the Lancaster Township Fire Police to provide security, traffic, and crowd control for the Penryn Fire Company Mud Sale, from 5:00pm to 9:00pm, Friday, March 20, 2020, and 6:00am to 6:00pm, Saturday, March 21, 2020.
