IX. Planning and Zoning Business
A. LTPC #224—Conestoga Reserve–Financial Security Reduction Request
The board will act on a request from Deb Ferguson, JPM Keller, LLC, for a reduction of the financial security for LTPC #224 Subdivision Land Development Plan. The request was submitted via an email dated December 19, 2017. Township Engineer Ben Webber, in his letter dated February 1, 2018, recommended not reducing the financial security in the amount of $153,666.00 as requested.
B. LTPC #231—Country Meadows Overflow Parking Area–Financial Security Reduction Request
The board will act on a request from Carl Helman, Country Meadows, for a reduction of the financial security for LTPC #231 Stormwater Management Plan. The request was submitted via an email dated December 22, 2017. Township Engineer Ben Webber, in his letter dated December 22, 2017, recommended reducing the financial security to the amount of $5,000.00.
C. LTPC #264—City of Lancaster 2017 Operations Center – Land Development Plan
The board will act on a land development plan, including requested waivers, for the City of Lancaster’s Operations Center on Riverside Avenue. Waiver requests include:
SALDO 305 – Preliminary Plan Application
SALDO 402.02.A – Plan Scale
SALDO 602.04.C and 602.4.F – Cul-de-sac Length and Dead-end Prohibition
SALDO 602.09.C.5 – Driveway Apron Surface
SALDO 602.9.C.1 – Access Drive Setback from Side Property Lines
SALDO 603.03.A – Curbing Along Access Drives and Parking Compounds
SWMO 229.43.15.E – Township Notification of Infiltration Testing

The Lancaster Township Planning Commission recommended conditional approval of this Land Development Plan at their meeting on November 21, 2017, subject to the conditions of township engineer Ben Webber’s, review letter dated November 10, 2017, and the intergovernmental cooperation agreement including any items deemed necessary by the township solicitor in the intergovernmental cooperation agreement.
D. LTPC #264—City of Lancaster 2017 Operations Center–Ordinance 2018-01
The board will hold a hearing to act on Ordinance 2018-01, authorizing execution of an Intergovernmental Cooperation Agreement with the City of Lancaster. The proposed ordinance authorizes the township, under the authority granted by the Intergovernmental Cooperation Act, 53 Pa. C.S. §2301 et seq., to enter into an agreement with the City of Lancaster, pertaining to the development of the City Operations Center, and the maintenance, repair, and use of Riverside Avenue from the intersection of Ranck Mill Road and Riverside Avenue, to its terminus, by the City of Lancaster.
The board will act on the Intergovernmental Cooperation Agreement between the City of Lancaster and Lancaster Township for the purpose of defining the rights and responsibilities of the parties pertaining to the use, maintenance, and repair of Riverside Avenue and other matters related to the Lancaster City Operations Center Plan.
E. SWM #18-0007—1317 Meadowbrook Road Minor Stormwater Management Plan, Ownership & Maintenance Agreement
The board will act on an Ownership and Maintenance Agreement for the Minor Stormwater Management Plan for 1317 Meadowbrook Road, per township engineer Ben Webber.
X. New Business
A. Resolution No. 2018-04
The board will act on Resolution 2018-04 to confirm the Lancaster County Tax Claim Bureau’s certification of uncollected real estate taxes for calendar year 2017.
B. Resolution No. 2018-05
The board will act on Resolution 2018-05 to confirm the Lancaster County Tax Claim Bureau’s certification of uncollected real estate taxes for outstanding 2016 September to December Interims.
C. Resolution No. 2018-06
The board will act on Resolution 2018-06 authorizing an appropriate officer to execute the application of Pequea Township to join the Suburban Lancaster Sewer Authority
D. Township of Pequea—New Application to Join Southern Lancaster Sewer
The board will act on a new application request from the Township of Pequea to join the board of the Suburban Lancaster Sewer Authority (SLSA), due to a change in Pequea Township’s representative with the SLSA board.
E. Run4Luck 5K Race—Request for Lancaster Township Fire Police
The board will act on a request for the Lancaster Township Fire Police to assist during the annual Run4Luck 5K race sponsored by the Junior League of Lancaster. The race takes place on Saturday, March 17, 2018, starting at the Lancaster Country Day School at 9:00am, and finishing at 11:00am.
