A. Lancaster Township Fire Department (west side): August 2019: 30 calls in the township, and 12 calls for mutual aid, making a year-to-date total of 321 calls.
B. Lafayette Fire Company (east side): August 2019: 10 calls.
C. Police Report: August 2019
D. Recycling Report: August 2019: 25.32%
E. Sewer/Other Reports: Reports are available for public inspection at the board meeting and during regular business hours.
A. The board held an executive session on September 5, 2019, to discuss a contract.
B. Trash/Recycling bills will be in mail on October 1, 2019.
C. Yard waste collection ends the week of October 7 to 10, 2019.
D. Yard waste facility hours change to 2:00pm to 5:00pm on Tuesday, October 15, 2019
E. Leaf collection begins on signed streets on Tuesday, October 15, 2019. Takes place the first and third Monday, Tuesday, Wednesday, and Thursday of each month. The no parking enforcement is extended through January 16, 2020.
F. Next Board of Supervisors Meeting is Monday, October 14, 2019. Workshop starts at 6:00pm; regular meeting at 7:00pm, Lancaster Township.

IX. Planning and Zoning Business
A. LTPC 272 – Southern Village Phase IV; Final Subdivision and Land Development Plan –Extension of Time
The board will act on a request from William Swiernik, David Miller/Associates, Inc., on behalf of Hogan Herr Wolf II, for an extension of time until December 13, 2019, for the approval of the Land Development Plan for Southern Village Phase IV, LTPC 272. This request was submitted in a letter dated August 21, 2019.
B. LTPC 275 – Bean Hill Road Subdivision; Final Subdivision and Land Development Plan – Extension of Time
The board will act on a request from William Swiernik, David Miller/Associates, Inc., on behalf of WPE Partners, LLC, for an extension of time until December 13, 2019, for the approval of the Land Development Plan for Bean Hill Road Subdivision, LTPC 275. This request was submitted in a letter dated August 21, 2019.
C. LTPC 224 – Conestoga Reserve – Trail Modification Request
The board will act on a request from Mark Will, JPM Keller LLC, for a modification relating to the trails at Conestoga Reserve, LTPC 224. At their August 20, 2019 meeting, the Lancaster Township Planning Commission recommended approval of the request to modify the asphalt trail by terminating it at the current end of the Open Space walking trail where it meets Betz Road, conditioned upon the developer installing an ADA ramp at the end of the existing trail so that the township can install a mid-block crosswalk on Betz Road as part of the above-mentioned improvement project per township engineer Ben Webber’s review letter dated August 27, 2019.
D. LTPC 277 – City of Lancaster – Susquehanna Large Diameter Transmission Main; Stormwater Management Plan Waiver– Extension Request
The board will act on a request from Cindy McCormick, City of Lancaster, for an extension of six months, to a date of July 7, 2020, for the commencement of construction of the Susquehanna Large Diameter Transmission Main, LTPC 277.
E. LTPC 290 – 150 North School Lane Stormwater Management Site Plan
The board will act on Stormwater Management Site Plan for 150 North School Lane, LTPC 290, including the following requested waivers of the Lancaster Township Stormwater Management Ordinance (2014) (SWMO).
- SWMO Section 229-36.3.B – Existing Features within two-hundred (200’) feet
- SWMO Section 229-46.5 – Stormwater structure and pipe standards per PennDOT
- SWMO Section 229-49.9 – Geotextile Placement
The Lancaster Township Planning Commission recommended approval of this plan at their meeting on August 20, 2019, subject to the conditions of township engineer Ben Webber’s review letter dated August 27, 2019.
F. 1750 Wabank Road – Petition to Amend the Zoning Map and Zoning Ordinance of Wabank Road Self Storage, LLC
The board will consider whether or not to accept a Petition to Amend the Zoning Map and Zoning Ordinance of Wabank Road Self Storage, LLC, 1750 Wabank Road, submitted by Reilly Noetzel, Barley Snyder, on behalf of Wabank Road Self Storage, LLC.
X. New Business
A. Resolution 2019-05; Minimum Municipal Obligation to PMRS
The board will act on Resolution 2019-05 for the 2020 Minimum Municipal Obligation to the Pennsylvania Municipal Retirement System in the amount of $183,723.00.
B. Lancaster Township Fire Police—Event Assistance Request
The board will act on a request for the Lancaster Township Fire Police to assist with traffic control during the Hands-on House Half Marathon on Saturday, September 28, 2019, from approximately 8:00am to 11:00am. The request was made by Becca Stamp of the Hands-on House Children’s Museum of Lancaster, at 721 Landis Valley Road, in a letter dated August 21, 2019.
