LANCASTER TOWNSHIP BOARD OF SUPERVISORS MEETING
MINUTES
July 8, 2019

EXECUTIVE SESSION
The board adjourned to an executive session at the conclusion of the workshop meeting at 6:35PM, to discuss a contract.

I. PLEDGE OF ALLEGIANCE, CALL TO ORDER, AND ROLL CALL
The duly advertised Lancaster Township Board of Supervisors meeting was held on Monday, July 8, 2019 in the township building at 1240 Maple Avenue, Lancaster, PA. The meeting was called to order at 7:00PM by Chair Thomas H. Schaller. Vice Chair Steven P. Elliott, Treasurer and Township Manager William M. Laudien were also present. Treasurer Benjamin H. Bamford was not in attendance. Others in attendance included township staff and interested parties. Mr. Schaller led those assembled in the Pledge of Allegiance.

II. PUBLIC COMMENT ON AGENDA ITEMS
No public comments on agenda items.

III. SECRETARY’S REPORT
The minutes of the June 10, 2019 board meeting were approved by general consent.

IV. TREASURER’S REPORT
Mr. Elliott presented the treasurer’s report as of July 8, 2019:
General Fund $8,017,123.75
Highway Aid Fund 947,100.64
Capital Reserve Fund 382,114.86
TOTAL $9,346,339.25
Mr. Schaller stated the treasurer’s report would be filed for audit.

V. PAYMENT OF BILLS
On a motion by Mr. Elliott, seconded by Mr. Schaller, the board unanimously approved the payment of bills (06/11/2019–07/08/2019):
General Fund $251,207.21
Escrow Fund 1,038.50
State Highway Fund 4,860.71
Capital Reserve Fund -0-
TOTAL $257,106.42

VI. REPORTS
A. Lancaster Township Fire Department: There were twenty-one calls in the township, and six calls for mutual aid, during the month of June 2019, making a year-to-date total of 241 calls.
B. Lafayette Fire Company: There were ten calls answered on the east side of Lancaster Township during the month of June 2019.
C. Police: Sgt. John Donnelly gave an overview of the June 2019 police report.
D. Recycling Report: June 2019: 22.93%
E. Sewer/Other Reports: Reports are available for public inspection at the meeting and during regular business hours.

VII. ANNOUNCEMENTS
A. Next Board of Supervisors Meeting: Monday, August 12, 2019, 7:00PM, workshop at 6:00PM, Lancaster Township.

VIII. OLD BUSINESS
No old business.

IX. PLANNING AND ZONING BUSINESS
A. LTPC 288 – 64 Hershey Avenue – Land Development Plan Deferral Request
Mr. Elliott moved, and Mr. Schaller seconded, and the board unanimously approved a Land Development Plan Deferral Request for LTPC 288, 64 Hershey Avenue. At their June 18, 2019, meeting, the Lancaster Township Planning Commission recommended approval of this land development plan deferral request.

B. LTPC 284 – 122 City Mill Road – Stormwater Management Site Plan Mr. Elliott moved, and Mr. Schaller seconded, and the board unanimously approved a Stormwater Management Site Plan for LTPC 284, 122 City Mill requested waivers below, of the Lancaster Township Stormwater Management Ordinance (2014).

1) SWMO Section 229-43.15.D – Infiltration testing at the same location as the proposed facility
2) SWMO Section 229-48.1.B(3) – Loading Ratios
At their meeting on June 18, 2019, the Lancaster Township Planning Commission recommended approval of this plan, including the above requested waivers, subject to the conditions of township engineer Ben Webber’s review letter dated May 31, 2019.

X. NEW BUSINESS
A. Presentation of Township Progress on the MS4 Program
Township engineer Ben Webber presented to the board the township’s annual MS4 status update. An outline of his presentation was provided, and the board acknowledged the presentation.

B. Agreement for Crossing Guard Services for 2019-2020 School Year
Mr. Elliott moved, and Mr. Schaller seconded, and the board unanimously approved an agreement between Lancaster Township and All City Management Services, Inc. for crossing guard services provided for the School District of Lancaster for the 2019-2020 school year.

C. Memorandum of Understanding for Crossing Guard Services for 2019-2020 School Year
Mr. Elliott moved, and Mr. Schaller seconded, and the board unanimously approved a memorandum of understanding between Lancaster Township, the School District of Lancaster, and All City Management Services, Inc. for crossing guard services, provided under agreement with All City Management, for the 2019-2020 school year.

D. Lancaster Township Fire Police—Event Assistance Request Mr. Elliott moved, and Mr. Schaller seconded, and the board unanimously authorized the Lancaster Township Fire Police to operate outside the township borders providing assistance for East Petersburg Day on Saturday, September 14, 2019. The request was made by the Manheim Township Police Department in a letter dated June 28, 2019.

XI. GUEST RECOGNITION AND PARTICIPATION
No guest recognition and participation.

XII. ADJOURNMENT
There being no further business, the meeting was adjourned at 7:15PM.
