E. Sewer Reports:  Available on the back table during the board meeting, and at the office during regular business hours.

XIV.    Announcements
A. Board of Auditors Meeting: Tuesday, January 7 at 5:30pm; Lancaster Township.
B. Signed Street Parking Restrictions remain in force through January 16 to allow for final sweeping of the streets, weather permitting.
C. Free Christmas Tree Collection:  Week of January 13-16 on your regular collection day. Real trees only. All decorations must be removed. No tree bags. Artificial trees require $4.00 service tag.
D. Christmas Tree Drop-off:  January 13-17 & January 20-24; Dawn to Dusk at yard waste facility area, for township residents only. Real trees only. All decorations must be removed. No tree bags, and absolutely no artificial trees or yard waste.
E. Office closed:  January 20
F. Board of Supervisors Meeting:  Monday, February 10, 2020. Workshop at 6:00pm; regular meeting at 7:00pm, Lancaster Township.

XVI.    Planning and Zoning Business
A. LTPC 264 – City of Lancaster Operations Center – Final Land Development Plan
The board will act on a request from Matthew Metzler, on behalf of the City of Lancaster, for the release of the Financial Security for the City of Lancaster’s Operations Center Final Subdivision and Land Development Plan. The request was submitted via an email dated December 5, 2019. In his letter dated December 6, 2019, township engineer Ben Webber recommended reducing the financial security by $843,433.00, leaving a balance of $139,904.00, plus accrued interest, until all outstanding work is completed to the satisfaction of the Township.

XVII.   New Business
A. Resolution 2020-02 – Lancaster Township Schedule of Fees
The board will act on Resolution 2020-02, amending the Lancaster Township Schedule of Fees, amending Section 1.q (updating fees charged for engineering services provided by RETTEW on an as-needed basis), and Section 1.nn (amending the administrative fee to be due with application).

A. Lancaster Township Fire Department (west side): July 2019: 25 calls in the township and 13 calls for mutual aid, making a year-to-date total of 279 calls.
B. Lafayette Fire Company (east side): July 2019: 4 calls

E. Sewer/Other Reports: Reports are available for public inspection at the board meeting and during regular business hours.

VII. Announcements
A. Executive Session: The board held an executive session on Monday, July 8, 2019, at 6:35PM, to discuss a contract.
B. Yard Waste Facility: Closed Saturday, August 31, 2019
C. Township Office: Closed Monday, September 2, 2019
D. Waste Management: No trash/recycle collection on Monday, September 2, 2019. One-day delay schedule for the week. Monday collected on Tuesday, Tuesday collected on Wednesday, and so on.
E. Next Board of Supervisors Meeting: Monday, September 9, 2019, 7:00pm; workshop at 6:00pm, taking place at Thaddeus Stevens College, 750 East King Street, 2nd Floor, Mellor Auditorium.

IX. Planning and Zoning Business
A. LTPC 289 – Maple Grove Pumping Station and Interceptor Expansion Project – Subdivision and Land Development Plan Ordinance Waiver Request and Storm Water Management Ordinance Waiver Request
The board will act on a Land Development Plan Ordinance Waiver Request for ordinance sections 236-10 and 236-11, Preliminary Plan and Final Plan Processing, for LTPC 289—Maple Grove Pumping Station and Interceptor Expansion Project. At the July 16, 2019 meeting, the Lancaster Township Planning Commission recommended approval of this request subject to the conditions of township engineer Ben Webber’s review letter dated July 10, 2019.

The board will act on a Storm Water Management Ordinance Waiver Request for ordinance section 229-28, Storm Water Management Site Plan Processing, for LTPC 289—Maple Grove Pumping Station and Interceptor Expansion Project. At the July 16, 2019 meeting, the Lancaster Township Planning Commission recommended approval of this request subject to the conditions of township engineer Ben Webber’s review letter dated July 10, 2019.

B. LTPC 227 – Conestoga View –Release and Termination to Lancaster Township Development Agreement
The board will act on an agreement to terminate the existing 2009 Development Agreement upon receipt of the net cash equivalent of the Financial Security (currently $187,021.00), release the existing Letter of Credit, and terminate the developer’s obligation to install the required improvements.

X. New Business
A. Engagement of Auditor for Lancaster Township Annual Audits
The board will act on a request for the engagement of Stambaugh Ness to perform the annual audits of the Lancaster Township financial records as follows:
 Year 2019 – $7,250.00
 Year 2020 – $7,500.00
 Year 2021 – $7,750.00

B. Lancaster Township Fire Police—Event Assistance Request
The board will act on a request for the Lancaster Township Fire Police to assist with traffic control for the Schreiber Pediatric 2019 Rubber Duckie Race taking place on Sunday, September 8, 2019, in Lancaster County Central Park. The request was made by the County of Lancaster, Department of Parks and Recreation, in a letter dated August 6, 2019.
