LANCASTER TOWNSHIP BOARD OF SUPERVISORS MEETING

Minutes—October 10, 2011

I.              PLEDGE OF ALLEGIANCE, CALL TO ORDER, AND ROLL CALL

The duly advertised Lancaster Township Board of Supervisors meeting was held on October 10, 2011 in the township building at 1240 Maple Avenue, Lancaster, PA. Chair Kathleen M. Wasong called the meeting to order at 7:00PM. Vice Chair Benjamin H. Bamford was present and Treasurer Thomas H. Schaller was excused. Others in attendance included township management staff and interested parties. Ms. Wasong led those assembled in the Pledge of Allegiance.

 

  1. II. PUBLIC COMMENT ON AGENDA ITEMS

Anthony Zangari, Lancaster Catholic High School student, was introduced. He is observing the meeting as part of his government studies class. There were no other comments.

III.           SECRETARY’S REPORT

On a motion by Mr. Bamford, seconded by Ms. Wasong, the minutes of the September 19, 2011 Lancaster Township Board of Supervisors meeting were approved as presented.

 

IV.           TREASURER’S REPORT

Mr. Bamford presented the treasurer’s report with balances as of September 30, 2011:

Ms. Wasong stated the treasurer’s report would be filed for audit.

 

V. PAYMENT OF BILLS

On a motion by Mr. Bamford, seconded by Ms. Wasong, the board approved the payment of bills (9/20/11–10/10/11):

VI.           REPORTS

  1. A. Lancaster Township Fire Department: There were 100 calls in September for a year-to-date total of 432 calls. Many of these calls were for flood emergencies.
    1. B. Lafayette Fire Company: There were 22 responses to the east side of the township with estimated losses of $150,000.

 

C.      Police: No officer was present and there were no comments.

D.      Sewer/Other Reports: These reports are available for public inspection before and after this meeting as well as during regular business hours.

E.      Recycling Report: The August 2011 recycling rate was 12.60% and the following was also collected: 3,538 bags of yard waste and 421 bundles of yard waste. An extra week of collection was ordered because of storm debris at an additional cost of $1,000. Fall leaf collection began this week.

F.      Lancaster Inter-Municipal Committee: There has been no LIMC meeting since the last board meeting. The next meeting will be held at 7:30AM, October 12 at Lancaster Township. The new executive director, Michael T. LaSala, will be introduced and the speaker will be Senator Lloyd Smucker on the topic of the prevailing wage act.

 

VII.          ANNOUNCEMENTS

  1. A. Fire Fighter Recognition: Ms. Wasong, on behalf of the entire board, recognized Keith Rankin, 38, who died during a training class. We are all indebted to Keith and every other fire fighter who puts their life on the line in service to the community. “We extend our sincerest condolences to the family.”
  2. B. Halloween, Trick-or-Treat: Friday October 31, 2011, 6:00–8:00PM.
  3. C. Next Regular Board Meeting: November 14, 2011, 7:00PM with the public workshop at 6:00PM.

  1. VIII. OLD BUSINESS: There was no old business.

IX.           PLANNING/ZONING BUSINESS:

A.      Draft Zoning Ordinance

Presentation of this proposed updated ordinance is being delayed because there is more work to be done. It is preferable to not rush this document and possibly miss something important.

 

X.             NEW BUSINESS

A.             Resolution No. 2011-09

Mr. Bamford moved, Ms. Wasong seconded, and the board approved entering into a cooperation agreement between Lancaster Township and the Redevelopment Authority of the County of Lancaster for the benefit of LancasterHistory.org, located in the township. Mr. Bamford explained the agreement basically holds the township responsible for any monetary default on the part of LancasterHistory.org. This is a pro-forma document as the organization is very solvent.

B.       Bid Award for Snow Plowing

Mr. Bamford moved, Ms. Wasong seconded, and the board accepted four of the five bids submitted for snow plowing during winter 2011–2012: Jared’s Lawn Service at $100 per hour for a one-ton truck and $95 per hour for a ½- to ¾-ton truck; Michael Aponte at $108.75 per hour for ½- or ¾- ton truck; Michael F. Pickard at $75 per hour for ½- or ¾- ton truck; and James H. Mears at $90 per hour for a five-horse-power tractor with V-plow.

 

  1. XI. GUEST RECOGNITION AND PARTICIPATION: There were no comments.

XII.          ADJOURNMENT

With no further business brought forward, the meeting was adjourned at 7:38PM.
