In 2004, the Lancaster Township Board of Supervisors adopted Ordinance Number 2004-01. This Ordinance provided for the adoption of the Uniform Construction Code, as defined and regulated under the Pennsylvania Construction Code Act.
The primary goal of the Planning and Zoning Department is to provide for the general protection of life and property through the reasonable application of minimum construction and maintenance standards. This is done through the adoption and enforcement of nationally and internationally developed model codes, currently the 2009 International Building Code. These model codes serve as the technical portion of the Lancaster Township building permit process. How and to what extent they are applied is set up through the local ordinance and rules of the building department.
When individuals wish to build a new structure or make alterations or certain repairs to an existing structure, it is necessary to contact this office. The type of work proposed will determine the need for a building permit. If a permit is necessary, the individual will be asked to complete and submit an application along with construction drawings and specifications which will be reviewed for compliance with the building code. Areas to which special attention is given during this review are exit and escape facilities, fire detection and protection devices and equipment, proper sanitary provisions, and structural integrity. When it is determined that the proposed work will comply with the requirements of the code, a permit will be issued and the project can begin.
During the project, scheduled inspections are conducted in order to verify continued compliance with building codes and to track progress. These inspections vary depending on the nature of the project and concentrate on the integrity of structural components such as footings and framing, electrical, plumbing and mechanical systems rough-ins. A final inspection will need to be completed in order to close the file.
