Lancaster Township Planning Commission March 2001 Meeting Minutes

MEETING MINUTES-MARCH 20, 2001

The regular meeting of the Lancaster Township Planning Commission was held Tuesday, March 20, 2001 in the Township Office. The meeting was called to order by Chairman Harold Bowers, Jr. at 7:00 p.m. The following members were in attendance: Kenneth Hammel, Alan Bruns, Edwina Coder, Barbara Gallen, and Gordon Reed. Member Beverly Shank was absent. Lynn Stauffer, Director of Planning and Zoning, Marti Heim, Assistant in Planning and Zoning, and Mark Lauriello, Rettew Associates, LTPC Engineer, were present. William Adams, Township Manager and Helen Adams, Township Supervisor were present. David Martin from the West Lampeter Township Planning Commission, Charles Lardner from the Intelligencer Journal and Danny Whittle from the Lancaster County Planning Commission were also present.

MINUTES –FEBRUARY 20, 2001

Ken Hammel made a motion to approve the minutes of the February 20, 2001 meeting, seconded by Gordon Reed, with the amendment from Alan Bruns regarding LTPC # 165, that “upon inquiry by Mr. Bruns, he was informed by Ken Notturno that the land was not functional to the city.” All in favor, with the amendment added.

SUBDIVISION/LAND DEVELOPMENT PLAN SUBMITTALS & RELATED BUSINESS:

LTPC #166 – Preliminary Plan, Lot Add-On Plan for Riverside Village - The project location is north of the intersection of Orange Street (SR-1002) and Riverside Avenue (SR-1002). It consists of 3.73 acres (24,624 sq. ft.), with an area consisting of 0.76 acres reserved as parkland. The property is zoned R-2 Residential. The plan consists of 38 individual apartment units within four separate buildings, parking facilities to accommodate the users, storm water management facilities, and will be served by public sewer and water. Tract 1 and 2 will be joined in common with the existing lands of Joseph A. Clark to create the 3.73 acre property. The applicants are requesting modification of Section 406, Traffic Impact Study and Section 407, Wetland Study. 90 days = June 18, 2001.

Harold Bowers said that the LTPC is here tonight to accept the preliminary plan for Riverside Village. Joseph M. Gurney, RIA, from the firm of D.C. Gohn Associates, Inc. of Mount Joy, PA, and the developer, Joseph A. Clark were at the meeting. Mr. Gurney explained that there would be two phases to Riverside Village, with the total acreage being 3.734 acres. Lot, # 2, 0.76 acre would be preserved as park land as required by ordinance. They are requesting two modifications: 1) modification of the requirement to provide a traffic impact study, (Section 406), by instead supplying a traffic assessment. 2) relief from the Wetlands Study, (Section 407). Mark Lauriello from Rettew Associates, Inc., is recommending disapproval of the traffic impact study based upon the lack of justification provided, and disapproval of the relief from providing a wetlands study for the same reason.

The LTPC took action on the requests for modifications. There was a motion by Ken Hammel to recommend disapproval of the request for modification for section 406, the traffic impact study, seconded by Alan Bruns, all in favor. There was also a motion by Edwina Coder recommending disapproval of the request to provide relief from the wetlands study, section 407, seconded by Barbara Gallen, all in favor. Alan Bruns mentioned that he had a concern about the project meeting the R-2 regulations. It states in the Zoning Ordinance that in an R-2 Residential District, if there is greater then 15 acres or more than 10 dwellings, the development must be an open space plan. Mark Lauriello said he would address his opinion of this in his engineering review next week.

MISCELLANEOUS BUSINESS

Multi-Municipal Planning - David Martin from the West Lampeter Township Planning Commission and Danny Whittle from the Lancaster County Planning Commission updated the board on the progress of a Multi-municipal Comprehensive Plan. West Lampeter realizes that they need to prepare a new comprehensive plan and would prefer to partner with other area municipalities in doing so. There have been positive comments from Strasburg Township, Strasburg Borough, and Pequea Township so far. East Lampeter is probably going to partner with another municipality. A committee will be formed with one member from each municipality. Ken Hammel volunteered to be the representative from Lancaster Township on the committee. The board appeared interested in pursuing the Multi-Municipal Plan.


Conestoga Greenway Prototype Plan – Update:

Lynn Stauffer reported to the LTPC to be aware that the Zoning Hearing Board would be making a decision regarding the two proposed parking lots next Tuesday, March 27, 2001.


1997 – 2001 Strategic Comprehensive Plan – Update:

The LTPC needs to begin working on goals, etc, for the next Strategic Comprehensive Plan. This will be discussed further at the next meeting.


2000 Planning Commission Annual Report:

The Annual 2000 Report was handed out to the LTPC for their perusal. If any one has any comments, or questions, please speak with Lynn Stauffer.

The meeting was adjourned at 8:40 PM. The next regular meeting of the LTPC will be held Tuesday,April 17, 2001 at 7:00 PM.
