LANCASTER TOWNSHIP BOARD OF SUPERVISORS MEETING
Minutes—September 19, 2011
PUBLIC HEARING CONTINUED: PETITION FROM WHEATLAND PRESBYTERIAN CHURCH, 1125 COLUMBIA AVENUE, TO AMEND THE LANCASTER TOWNSHIP ZONING ORDINANCE TO INCREASE LOT COVERAGE IN THE R-1 ZONING DISTRICT:
Mr. Bamford moved, Mr. Schaller seconded, and the board unanimously reconvened the hearing at 7:10PM, which was continued from the August 8, 2011 Board of Supervisors meeting (a copy of the transcript is attached to these minutes).
I. PLEDGE OF ALLEGIANCE, CALL TO ORDER, AND ROLL CALL
The duly advertised Lancaster Township Board of Supervisors meeting was held on September 19, 2011 in the township building at the Maple Grove Community Building, 1420 Columbia Avenue, Lancaster, PA. Chair Kathleen M. Wasong called the meeting to order at 9:09PM. Vice Chair Benjamin H. Bamford and Treasurer Thomas H. Schaller were also present. Others in attendance included township management staff and interested parties. Ms. Wasong led those assembled in the Pledge of Allegiance.
II. PUBLIC COMMENTS ON AGENDA ITEMS: There were none.
III. SECRETARY’S REPORT
The minutes of the August 8, 2011 Board of Supervisors meeting were approved by general consent.
IV. TREASURER’S REPORT
Mr. Schaller presented the treasurer’s report with the following amounts as of August 31, 2011:

Ms. Wasong stated the treasurer’s report would be filed for audit.
V. PAYMENT OF BILLS
On a motion by Mr. Schaller, seconded by Mr. Bamford, the board approved the payment of bills (8/9/11–9/19/11):

VI. REPORTS
A. Lancaster Township Fire Department: There were 52 calls during the month of August for a year-to-date total of 332 calls on the west side of Lancaster Township.
B. Lafayette Fire Company: There were six calls in August for the east side of the township.
C. Police: No officer was present; there were no comments.
D. Sewer/Other Reports: These reports are available during regular business hours.
E. Recycling Report: The July recycling rate was 13.21% plus 2,716 bags of yard waste
and 126 bundles of yard waste.
F. Lancaster Inter-Municipal Committee: Ms. Wasong reported on the September
14 meeting where it was decided to offer the position of executive director to
Michael T. LaSala. The committee is in the process of writing a six-month
agreement. The next meeting is October 12 at Lancaster Township with State
Senator Lloyd Smucker speaking on the Prevailing Wage Act.
VII. ANNOUNCEMENTS
A. Lancaster Township Fire Chief Ron Comfort, Jr. thanked all members of the township fire department, the Lafayette Fire Company, township staff and road crew, police department, and especially the Emergency Management Coordinator Michael F. Pickard for the incredible jobs they have done during the past couple of flood emergencies. Mr. Pickard will submit a detailed report at a later date. Chief Comfort said he was most proud to be a part of such a dedicated and caring group. The chief and Mr. Pickard also thanked Township Manager William Laudien for his exceptional support through it all. Manheim Township Police Chief Neil J. Harkins sent a message thanking and praising everyone involved. Further, Chief Harkins is asking other municipalities to emulate Lancaster Township’s emergency response plan.
B. Acknowledgement of Emergency Responders: The entire Board of Supervisors
agreed with everything already stated and added their deep appreciation of the entire team.
C. Executive Session: An executive session was held from 6:45 to 7:10PM.
D. The next regular board meeting will be held October 17, 2011, 7:00PM, with the workshop at 6:00PM.
VIII. OLD BUSINESS: There was none.
IX. PLANNING/ZONING BUSINESS
A. Ordinance No. 2011-05
Before the conclusion of the above-mentioned public hearing, Mr. Schaller moved, Mr. Bamford seconded, and the board unanimously denied the request for an amendment to the Lancaster Township Zoning Ordinance to increase lot coverage in the R-1 zoning district.
X. NEW BUSINESS
A. Confirmation of Special Fire Police
The board confirmed James Q. Klinge as Lancaster Township Special Fire Police and thanked him for his service to the community.
B. Declarations of Disaster Emergency
Ms. Wasong, on behalf of the entire board, declared the following emergencies:
1. August 27, 2011 because of Hurricane Irene damages; and,
2. September 4–8, 2011 because of flood damages.
C. Resolution No. 2011-07
Mr. Schaller moved, Mr. Bamford seconded, and the board unanimously affirmed the 2012 minimal municipal obligation to the Lancaster Township Pension Plan in the amount of $79,066.
D. Resolution No. 2011-08
Mr. Bamford moved, Mr. Schaller seconded, and the board unanimously entered into a ten-year cable franchise agreement with COMCAST of Southeast Pennsylvania, LLC.
XI. Guest Recognition & Participation: There were no comments.
XII. ADJOURNMENT
With no further business brought forward, the meeting was adjourned at 9:35PM.
